Rapport au nom de la Commission du budget charge d’examiner le projet de loi portant approbation d’une convention relative a l’etablissement de cables telegraphiques sous-marins destines a desservir les colonies francaises des Antilles et de la Guyane francaise.

La relazione, di L. Bizarelli, riguarda gli emendamenti e le aggiunte alle leggi sui cavi sottomarini telegrafici da posare nelle colonie delle Antille e della Guiana francese. È anche riportato in prospetto il testo primitivo della legge e il testo con le modifiche redatto il 23 febbraio 1887. La legge è firmata da E. Granet, Ministro delle Poste e Telegrafi. 
L. Bizarelli parla a nome della Commissione parlamentare presieduta da Maurice Rouvier, economista di talento, con riconosciuta competenza in materia finanziaria, e i cui vice presidenti erano Severeiano de Heredia, uno dei più ricchi proprietari di piantagioni di canna da zucchero di Cuba, e Antoine Constans, controverso uomo politico che aveva ricoperto numerosi incarichi relative alle Colonie. 
Louis Bizarelli, 1836 – 1902, medico, fu deputato dal 14 settembre 1879 al 15 maggio 1899, poi senatore dal 9 aprile 1899 al 19 giugno 1902. 
Etienne Granet, 1849 – 1936, deputato dal 18 dicembre 1881 al 14 ottobre 1893; il 7 gennaio 1886 assunse il ministero delle ‘Postes et Télégraphes’ nel nuovo governo di De Freycinet, e lo conservò anche nel successivo governo Goblet, fino la 29 maggio 1887.

The report, by L. Bizarelli, concerns the amendments and additions to the laws on submarine telegraph cables to be laid in the colonies of the Antilles and French Guiana. The original text of the law and the text with the amendments drawn up on 23 February 1887 are also shown in the table. The law is signed by E. Granet, Minister of Posts and Telegraphs.
L. Bizarelli speaks on behalf of the Parliamentary Commission chaired by Maurice Rouvier, a talented economist with recognized expertise in financial matters, and whose vice presidents were Severeiano de Heredia, one of the richest owners of sugar cane plantations in Cuba, and Antoine Constans, controversial politician who had held numerous positions relating to the Colonies.
Louis Bizarelli, 1836 – 1902, doctor, was deputy from 14 September 1879 to 15 May 1899, then senator from 9 April 1899 to 19 June 1902.
Etienne Granet, 1849 – 1936, deputy from 18 December 1881 to 14 October 1893; on 7 January 1886 he assumed the ministry of 'Postes et Télégraphes' in the new government of De Freycinet, and also retained it in the subsequent Goblet government, until 29 May 1887.
