Sono proposte regole nuove sulla produzione, il commercio e la tassazione dello zucchero proveniente dalle colonie Guadalupa, Martinica, La Reunion. Il Progetto di Legge è firmato Th. Ch. Floquet, Presidente della Camera dei Deputati. 
Charles Thomas Floquet, 1828 – 1896, ebbe una prestigiosa carriera politica: deputato dal 1871 al 1893, senatore dal 1894 al 1889, fu Presidente della Camera dall’8 aprile 1885 al 3 aprile 1888 e successivamente dal 16 novembre 1889 al 10 gennaio 1893; fu anche Capo di Governo dal 3 aprile 1888 al 14 febbraio 1889.

New rules are proposed on the production, trade and taxation of sugar from the colonies of Guadeloupe, Martinique and La Reunion. The Bill is signed by Th. Ch. Floquet, President of the Chamber of Deputies. Charles Thomas Floquet, 1828 – 1896, had a prestigious political career: deputy from 1871 to 1893, senator from 1894 to 1889, was President of the Chamber from 8 April 1885 to 3 April 1888 and subsequently from 16 November 1889 to 10 January 1893; he was also Head of Government from 3 April 1888 to 14 February 1889.
