Rapport fait au nom de la Commission chargee d’examiner le projet de loi portant : 1. ouverture aux Ministres de la Guerre et de la Marin, sur l’Exercice 1886, de credits extraordinaires montant a 79.036.488 francs pour le service du Tonkin et de Madagascar ; 2. annulation d’une somme egale sur les credits ouverts pour le service du Tonkin au titre de l’Exercice 1885.
