Importanti notizie confidenziali sul trattato coloniale tra Germania e Portogallo relativamente ai possedimenti nell’Africa Australe. “Les pourparlers suivis entre le Portugal et l’Allemagne pour la delimitation de leurs possessions de l’Afrique Australe, ont abouti plus tot qu’on ne le supponait […] Ce qui frappe tout d’abord c’est l’abandon, a profit de l’Allemagne, de la partie de la cote occidentale comprise entre Cunene et le cap Frio comme la limite meridionale de ses posssessions d’Angola” L'accordo, che sarà poi ratificato il 30 dicembre, delimita il confine tra l’Angola e la Namibia dalla foce del fiume Kunene, sull'oceano Atlantico, verso l'entroterra fino alle cascate di Ruacana. Billot aggiunge interessanti osservazioni politiche con riferimenti alle politiche coloniali di Francia e Inghilterra. 
La lettera è inviata da Billot al Presidente del consiglio e Ministro degli Affari Esteri Charles de Freycinet.
Jean-Baptiste Billot, 1828 – 1907, militare di carriera pluridecorato, fu deputato dal 8 febbraio 1871 al 7 marzo 1876, poi senatore inamovibile e ministro.

Important confidential news on the colonial treaty between Germany and Portugal relating to possessions in Southern Africa. “Les pourparlers suivis entre Portugal et l’Allemagne pour la delimitation de leurs possessions de l’Afrique Australe, ont abouti plus tot qu’on ne le supponait […] Ce qui frappe tout d’abord c’est l’abandon, for the benefit of the Allemagne, the part of the western coast comprises between Cunene and the Frio cap as the southern limit of the six possessions of Angola” The agreement, which will then be ratified on December 30, delimits the border between the Angola and Namibia from the mouth of the Kunene River, on the Atlantic Ocean, inland to the Ruacana waterfalls. Billot adds interesting political observations with references to the colonial policies of France and England.
The letter is sent by Billot to the Prime Minister and Minister of Foreign Affairs Charles de Freycinet.
Jean-Baptiste Billot, 1828 – 1907, highly decorated career soldier, was a deputy from 8 February 1871 to 7 March 1876, then an irremovable senator and minister.
