Studio dettagliato che riguarda spese e bilanci delle colonie penali in Guinea e in Congo. Con prospetti che indicano le caratteristiche dei condannati: durata della pena, sesso, età, professione. Sono infine indicate tutte le voci di spesa con le cifre relative. 
Jules, Antoine Roche, 1841 – 1923, avvocato di Lione, fu deputato dal 1881 al 1919; nella legislatura iniziatta nel 1885 si occupò quasi esclusivamente di questioni di affari e di finanze.

Jules, Antoine Roche, 1841 – 1923, lawyer from Lyon, was deputy from 1881 to 1919; in the legislature that began in 1885 he dealt almost exclusively with business and financial matters.
